Assessing the Verifiability of the CTBT: a Public Seminar
The Commission Secretariat will present the findings of the Independent Commission on the Verifiability of the Comprehensive Nuclear Test Ban Treaty at a public seminar held on Monday 30 October. The Commission consists of 14 renowned scientific experts, who are acting in their personal capacity to produce a scientific consensus on the Treaty's verifiability. The Commissioners will have met in London on 27-28 October 2000 to formalise the final report.
The Commission is assessing the verifiability of the Treaty, both currently, in terms of the existing capabilities available to the international community, and in the future, once the complete array of capabilities envisaged in the Treaty is functioning. Commissioners will take into account the capabilities of the International Monitoring System (IMS), as well as non-IMS capabilities, such as national technical means. The report will also include an assessment of the likelihood of evasion of the CTBT's verification system.
o Dr Trevor Findlay will present the findings of the Commission's report, which will be available at the meeting. Dr Findlay is the Chairman of the Commission and Executive Director of the Verification Research, Training and Information Centre (VERTIC), UK.

o Daryl Kimball will comment on American debate on the US in the context of the Commission report and the forthcoming presidential election. He is Executive Director of the Washington, DC-based Coalition to Reduce Nuclear Dangers.

Following the presentations, there will be an opportunity to ask questions and to engage in discussion on the issues.
The meeting will convene from 6.00-7.30 p.m. at the British Academy, 10 Carlton House Terrace, London, SW1Y 5AH. (The nearest tube and rail stations are Charing Cross, Piccadilly Circus, or Green Park.) Refreshments will be made available from 5.30 p.m.
